Leadership

Keith has been an environmental planner since 1998, and has prepared or managed preparation of hundreds of technical studies that support CEQA and NEPA environmental review compliance. With subject-matter expertise in air quality, greenhouse gas (GHG) emissions/climate change, air toxics health risk assessment (HRA), and energy resources, Keith is a trusted advisor to clients that include California Department of Transportation (Caltrans), California High-Speed Rail Authority, Los Angeles County Metropolitan Transportation Authority (Metro), and Port of Long Beach, among other clients.

Keith holds an MA degree in urban planning from UCLA, an MBA from Mount Saint Mary’s University in Los Angeles, and a BS in business administration from California State University Dominguez Hills. Keith is also a United States Marine Corps veteran.
